User Consultation Platform 2017

The User Consultation Platform (UCP) is a forum for interaction between users of position, navigation and time solutions and the organizations and institutions dealing, directly and indirectly, with Galileo and EGNOS. The participants are actual users of the systems, representatives of user associations (such as standardisation bodies and industry groups), regulatory bodies, and members of the value chain such as receiver and chipset manufacturers and application developers who, with their developments, influence the technologies used in the solutions.

The main work of the UCP are carried out in eight parallel panel sessions grouping users by market segment: Mass Market, Road Transport, Aviation, Rail, Maritime, Agriculture, Surveying & Mapping, and Timing & Synchronisation.

The topics tackled by each group include user requirements on PNT solutions, inputs to enhance EGNSS services both in general and specifically in their area, providing feedback on user support, identifying specific R&D priorities by market segment. The results of the 2017 edition of the UCP are listed below.

A highlight on the EU Space Week agenda, the UCP invites users from a range of market segments to present their needs and requirements

The annual EUSPA User Consultation Platform (UCP) is a space where users from a range of market segments present their needs and requirements and help shape the evolution of the EU Space Programme and its services. New entry for the 2022 edition, the UCP included other Copernicus users in addition to the classic EGNSS and GOVSATCOM Governmental Satellite Communications ones.

This year users from 7 different market segments meet to discuss their needs for applications relying on Location, Navigation, Timing and Earth Observation. 

The Consultation is engaging with user communities, industries, service providers and R&D, bringing together expertise and insights from different applications, sharing experiences, and strengthening a EU network of innovators that can strive only by working together. Most of the work of the UCP was carried out during 3-4 October, in 7 parallel panel sessions grouping users by market segment: Aviation & Drones, Renewable Energy and Raw Materials, Consumer Solutions (Health and Tourism), Infrastructure, Maritime & Fisheries, Emergency Management and Humanitarian Aid, Insurance & Finance. During these sessions several topics were addressed including an update on the user requirements, synergies with Copernicus, testing campaigns, main market trends, evolution of Galileo, EGNOS, Copernicus and R&D. Here below you can find the results of the 2022 edition of the UCP, which were presented during the 2022 European Space Week, and will feed the future release of the Reports on User needs and Requirements.

Looking for partners to form a consortium?

EUSPA regularly analyses the GNSS industry and estimates the proportion of the market held by companies in each global region. The lists, with over 1100 companies in each segment of the GNSS downstream value chain for the 2021 analysis, can be found here.

Who can apply?

In general, only consortia are eligible to participate in the Call for Proposals/ Invitation to Tender (CfP/ITT). Established and/or registered EU companies can be part of the consortium (to be consulted in each CfP/ITT package).

The eligibility criteria draw on the needs/objectives of each project and are reflected in the publication package of each CfP/ITT.

As part of the consortium, relevant players in the value chain that can apply to each project include, but it is not limited to, entities such as component manufacturers, system integrators, device manufacturers, end-product manufacturers and distributors. These players can be industry representatives, small and medium enterprises (SMEs), research institutes or universities, and other type of organisations.

How to apply? Grants and tenders/procurements

The financial instruments for funding the Fundamenal Elements activities will are grants and tenders. Grants are the preferred financial instrument; generally, financing will be provided to beneficiaries for 60-70% of the total value of the grant agreement. Tenders (procurements) will be 100% funded.
