The European Union Agency for the Space Programme is informing you about its decision to cancel the procurement EUSPA/OP/16/25 – Administrative support services to EUSPA, pursuant to Article 174 of Regulation (EU, Euratom) No 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union, (recast), paragraph 11 of the Invitation to Tender and paragraph 1.4 4th bullet of the Tender Specifications.
Following the publication of the Contract Notice in the Official Journal of the European Union on 27/01/2026 (ref. No. 58671-2026, OJ S 18/2026), EUSPA published a number of corrigenda to the above-referenced procedure to reflect EUSPA’s changing needs, such as the provision of unclassified services from Contractor’s premises instead of from EUSPA premises and use of Contractor’s instead of Agency tools (for Lot 1). EUSPA has received numerous requests for clarification after the publication of the corrigenda concerning, amongst others, organisation of the remote service delivery, access to agency tools, risks related to possible transfer of undertakings. To address the topics raised by the market in compliance with the EU public procurement principles of equal treatment and transparency, EUSPA has decided to cancel the above-referenced procedure, to consider how best to address the above-mentioned changing needs and define the most appropriate means to implement the solutions which will be identified. In this respect, EUSPA will promptly inform the market in compliance with the applicable law, about the possible launch of new procurement initiatives.
If any economic operator believes that there has been maladministration in the conduct of this tender procedure, it may lodge a complaint to the European Ombudsman (see http://www.ombudsman.europa.eu) within two years from the day following this notification.
An action for annulment pursuant to Article 263 of the Treaty on the Functioning of the European Union may be brought before the General Court of the European Union (http://curia.europa.eu) within 2 months from the day following this notification. Any request you may make and any reply from us, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for lodging the action.

The Agency approaches the market in the format of 2 Lots. Administrative support is the same across all the lots however with differences in requirements for personal security clearance.
Under the Lot 1, EUSPA seeks unclassified administrative support for all organisational entities in EUSPA. For Lot 1, the personal security clearance (PSC) is not required and the services will be provided in all EUSPA locations.
Under the Lot 2, EUSPA seeks classified administrative support for all organisational entities in EUSPA, in all EUSPA locations. The services require personal security clearance (PSC) due to activities related with the access to EU classified information (EUCI).
EUSPA-OP-07-25 - "Make it with Space"
The objective of this procurement procedure is to conclude a Multiple Framework Contract with reopening of competition for the procurement of market development services and supplies (e.g. Hardware and Software) from the downstream market providers of solutions using data, products and services offered by the European Space Programme (“EU space solutions”). More specifically, the scope of the contract to be signed is: a. The identification of commercialisation opportunities for the EU space solutions (using Galileo, EGNOS and Copernicus) and engagement of new end users; b. The deployment of EU space solutions in the operational environments of new end-users; c. The preparation of the Make it with space booster, collecting lessons learned, established protocols, proven methods and guidelines for excellence. The maximum duration of the Framework Contract to be signed is 48 (forty-eight) months.

EUSPA/NP/31/25 - Supply and installation of Electronic Key Management Systems
The subject of the present procedure is the supply and installation of Electronic Key Management Systems at the following EUSPA sites: Prague, Czech Republic and Noordwijk, the Nethernlands.
EUSPA/OP/04/25 - "ICT SUPPORT SERVICES"
The purpose of this tender is to procure services for the Information and Communication Technology & Facility Management epartment (ITF) of EUSPA, which is proactively contributing to the fulfilment of the Agency’s mission, particularly regarding all matters related to the management of the information and communication systems. The ITF Department ensures smooth running of the Agency’s facilities and logistics and compliance with local health and safety regulations. The department is also coordinating and managing the Information and Communications Technology (ICT) function, including planning and managing the implementation, operation, development, optimisation and maintenance of the ICT infrastructure for both unclassified systems and systems processing EU classified information up to SECRET UE and across all EUSPA sites and remote offices (currently Prague, Saint Germain-en-Laye, Toulouse, Brussels, Noordwijk and Madrid).
Galileo Reference Centre (GRC) Guarding, Security, and Safety Monitoring (GSM) Services in Noordwijk (Netherlands)
The objective of this procurement procedure is to conclude a Framework Contract without reopening of competition and the first Specific Contract for the provision of Guarding, Security, and Safety Monitoring Services for the GRC, in Noordwijk (Netherlands).
